A lifelong resident of Washington County, Stouffer served as an Army infantry veteran during the Vietnam War, earning the Army Combat Infantryman Badge and the Purple Heart Medal for his bravery. He dedicated his career to education as a social studies teacher in the Washington County Public Schools from 1970 to 2007.
After retiring from teaching, he continued his service to the community as the Athletic Director at Williamsport High School from 2007 to 2012. In addition, he served as Vice President of the Washington County Board of Education from 2016 to 2024, furthering his commitment to local education and community development.
